FRENCH NAVY MISSIONS IN TERMS OF POLLUTION RESPONSE AT SEA

In terms of response preparedness, the French Navy is responsible for :
o Defining and testing specialised products and equipment for response at sea o Training personnel involved in response at sea o Liaising with central administrations concerned by preparedness o Chartering salvage tug boats and oil spill response vessels necessary for assistance operations on vessels in difficulty and pollution response operations o Supplying, storing and maintaining at-sea response equipment and products and ensuring that it is optimally positioned o Updating centralised documentation on this subject.
In terms of response, the French Navy is at the disposal of the French maritime authorities in charge of operations and supports their efforts.
The responsibility with which the Navy is bestowed relates to response preparedness for pollution at sea and response actions. It covers all operations which may be implemented at sea in the event of an incident leading to or liable to lead to a spill. Geographically, response actions conducted by the Navy apply to the maritime areas under French jurisdiction, i.e. under the responsibility of a French maritime authority (mainland France and overseas French territories).
Nevertheless, the Navy can be called upon to conduct actions in the open sea (beyond the EEZ) if the waters of the French jurisdiction are at threat, or in waters under the authority of another State upon request by the State to the French Government.
The Navy can also provide assistance to land authorities in charge of response on the shoreline or from land, as well as to port authorities (i.e. within the limits of competence of the maritime authorities and within the administrative limits of ports).
